Providing the Complex Infrastructure Needed to Build Better Communities

Safety Focused Performance Joint Venture (SFPJV)

The Melbourne Water Major Capital Delivery Program for design, construction and rehabilitation services commenced in June 2018. The program comprises capital works and renewal projects across both water and sewerage assets, with a forecast annual capital-spend of approximately $200m over 10 years. The Safety Focused Performance Joint Venture (SFP), a partnership between Abergeldie, Downer, and Stantec, is one of two service providers competing and delivering work packages under the program.

Safety, Health and Wellbeing

Melbourne Water’s (MW) focus is on a generative safety culture and self-performance, with direct access to Abergeldie staff carrying out works and managing risk. Both delivery service providers attend safety forums convened by MW to share safety and wellbeing learnings and ideas in a noncompetitive environment. The drive of the SFP Joint Venture has been to maintain a zero TRIFR.

Value for Money and Trust

The Melbourne Water framework for the program is based on collaboration, value for money and trust. Value for money is maximized by service provider self-performance self-perform, avoiding margin on margin where practicable. For most work packages, award is based on an upfront agreement regarding margin, overheads, labour and plant costs.
